What is Extended Producer Responsibility (EPR)?

Extended Producer Responsibility (EPR) is a regulatory framework under which Producers, Importers and Brand Owners (PIBOs) are responsible for managing the plastic packaging they introduce into the market after it is consumed. This responsibility includes environmentally sound collection, recycling, and end-of-life treatment of plastic packaging to reduce its environmental impact.

Who governs EPR in India, and where can I find the compliance guidelines?

EPR in India is governed by the Ministry of Environment, Forest and Climate Change (MoEFCC) and implemented through the Central Pollution Control Board (CPCB). The Environment (Protection) Act, 1986 and the Plastic Waste Management (PWM) Rules, 2016 along with subsequent amendments form the legal framework for EPR. Official guidelines, notifications and the EPR portal are available on the CPCB website.

What is an EPR credit, and how is it used?

An EPR credit is a digital certificate that proves a Producer, Importer or Brand Owner has fulfilled part of its plastic waste recycling or end-of-life obligation. These credits are generated by registered Plastic Waste Processors (PWPs) on the CPCB EPR portal and can be purchased and used by obligated entities to offset their EPR liability. Credits must be procured and utilized on the CPCB EPR portal within the timelines prescribed under the PWM Rules, 2016 and related guidelines.
